1974 saw the end of the Borough of Swinton and Pendlebury and the beginning of the newly formed Borough of the City of Salford.

Councillor James Birmingham J.P. was the 39th Mayor of the Borough of Swinton and Pendlebury. Serving in 1971/72 and again in May 1973.
Following the death of the newly elected 38th Mayor Clarence Edwards in the Municipal year of 1972/73 James Birmingham J.P. took over as Mayor making him the only Mayor to have been Mayor twice of the Borough of Swinton and Pendlebury.

James Birmingham was honoured by the Queen by receiving the B.E.M. for service to the community of Swinton and Pendlebury.
James was also a Justice of the Peace for a number of 17 years.
From 1969 until retiring in 1986.

James was born in Pendleton in 1921 and served in the Royal Navy. He was a well known and well loved figure within the community of Swinton and Pendlebury and Clifton.

Councillor Brian M Sampson J.P. of Moorside Road, Swinton.
Councillor Brian M. Sampson J.P. was elected and served the Municipal year 1973/1974 as the 40th and last Mayor of Swinton & Pendlebury.
Councillor Brian M. Sampson J.P. was the youngest Mayor aged only 36.
Swinton and Pendlebury ceased to exist as a Borough in early 1974 and was emerged with other Boroughs into The city of Salford.
